The Technical Working Group (TWG) for the development of the Policy on Flexible Learning Modality in Legal Education met on 13 May 2025 to finalize key provisions of the proposed policy. The policy, informed by the real experiences of students, faculty, and administrators from law schools nationwide through comprehensive surveys, aims to modernize and adapt legal education to current learning needs.
The meeting was chaired by TEG Chairperson Vice President Joan Larga of the University of San Carlos. Attending members included Atty. Mary Ann Reyes, Judge Marivic Daray, and Atty. Yasmine Tadeo, Dean of the SLU School of Law (SOL). Legal Education Board (LEB) Chairperson Hon. Jason R. Barlis and Commissioner Hon. Voltaire San Pedro actively participated in the discussions.
The standards Development Unit provided essential administrative support as the TWG. After thorough review and refinement, the finalized policy will be shared with LEB stakeholders for their feedback and recommendations. Public consultation sessions will be scheduled to ensure broad input from the legal education community.
This initiative represents a significant step toward enhancing the accessibility, quality, and flexibility of legal education across the country starting academic year 2026-2027, in alignment with Sustainable Development Goals (SDG) particularly SDG 4 (Quality Education) which promotes inclusive and equitable quality education and lifelong learning opportunities for all.
